Here’s how to turn on attachment permissions for reviewers.
Steps to Enable Attachments in the Review Form
Go to the Performance module.
Click on the Reviews tab.
Select the Review Cycle you want to modify.

Click Edit to open the cycle settings.
Navigate to the Review Form section.

Click on Additional Settings.
Enable Allow attachments for the reviewer types where attachments are relevant.

Click Next to save your changes.
