INDIA PAYROLL: Improved Empty State Handling for Compliance Reports

The Compliance Reports module now provides a clear and consistent experience when no records match selected filters, replacing generic errors with a more informative and actionable empty state.

What’s New

• Introduced a standardized empty state UI within the Download Report flow
• Displays a clear message when no records are found for selected filters
• Provides options to:
  • Download an empty report (with column headers only)
  • Go back and adjust filters

How It Works

• When a report is generated with filters that return zero records:
  • The system automatically shows an empty state screen
  • Users can choose to:
    • Download Empty Report → generates a file with headers only
    • Go Back → returns to the filter screen to modify inputs
